Robert has some 32 years experience in the analysis of investments in developing countries and has worked with both the public and private sector operations worldwide, inclusive work on water resources, electricity supply, industrial processes, tourism and transport. He has been involved with market studies and demand forecasting, operational models, investment appraisal and cost benefit analysis, financial analysis and modelling, organisation structure, regulatory and institutional matters and with issues concerning private sector participation in infrastructure projects. Robert Laver has dealt with water supply boards, electricity supply authorities, public works and transport departments, and with port authorities. In the private sector he has worked on behalf of the steel industry, of other mineral processes, of civil engineering contractors and of developers. A significant proportion of the investment projects considered have been financed by international lending agencies including the World Bank, the Asian Development Bank, the Interamerican Development Bank and the Commission for the European Community. Robert Laver has carried out long term overseas assignments in Peru and Mexico and he has participated on study missions organised by the World Bank, the Interamerican Development Bank and the Overseas Development Administration. Recently he has been concerned with the development of hydropower schemes under mixed private and public sector participation, and the review of power purchase agreements. He has recently provided advice as an expert witness on the valuation of assets in an international arbitration.

A study of the structure and level of tariffs was undertaken to assess the impact of the Board's expanding responsibilities and areas of supply.
Water Supply and Sewerage Master Plan, EYDAP, Athens and European Commission. (1996/1998).
The study consisted of a review of EYDAP's organisation and development plan over a 15 year period. A financial model was developed to test the investment programme and O&M costs with various tariff structures and levels.
