Professional experience in the Infrastructure Sector for more than 20 years related to energy production and distribution, transmission systems, municipal infrastructure, environmental impact assessment, resettlement and compensation programs.
Leader of multidisciplinary teams for preparation of master plans, pre-feasibility and feasibility studies, tender and detailed design and implementation of large infrastructure projects, including all contract administration and legal implications, budget reviews and financial/disbursement forecasts, liaison with clients and financing institutions.
Technical Adviser to utilities, International Financing Institutions, ministries and parastatal organisations as well as the private sector for procurement, economic and technical aspects of infrastructure projects, as well as environmental assessments and project evaluations.

Contracts Expert, Vishakaptnam Industrial Water Supply Project, India Review and preparation of procurement documents, operation and maintenance agreement and concession agreement for the Vishakaptnam Industrial Water Supply Project, Hyderabad, India. The project aims at upgrading the existing 110 km long Yeleru left bank canal, installation of a 30 km long water supply pipeline system from the Ghodavari river to the canal and distribution networks in Vishakaptnam on a BOOT basis.
Bakhtiary Dam and Hydropower Project, Iran. Project Management for Feasibility Study, hydropower expansion plan, environmental impact assessment for the project in Western Iran on behalf of an international civil and E/M consortium. Activities include assistance to export credit insurance agencies, commercial banks and preparation of financial and technical proposal for an EPC contract. The multipurpose project for provision of peak energy, irrigation, and sedimentation and flood control, 300 m high double curved concrete arch dam, 6x250 MW capacity.
Procurement Expert for review of the Procurement Organisation of ENRP/UNDP. Procurement expert as part of a mission for the review and reorganisation of the procurement system of UNDP for the ENRP in North Iraq, Amman and New York under the Oil for food programme.
Energy Network Rehabilitation, KEGOC, Kazakhstan. Establishment of a project management unit and logistic arrangements in Almaty, Kazakhstan, for a US$ 450 Million investment programme financed by Worldbank/EBRD.
Kozlodui NPP, Bulgaria. Independent Evaluator for EU Delegation/Phare CFCU in Sofia, Bulgaria, for a tender for Technical Assistance services for the Kozlodui Nuclear Power Plant. Complex services for rehabilitation and contract administration for renewal and upgrading of turbogenerator systems and associated controls, training of owner’s personnel, etc..
Infrastructure Monitoring and Evaluation Expert in RSA. EU Delegation Pretoria, RSA. Strengthening of Local Governments in Mpumalanga and Northern Province of South Africa. Review of service delivery of municipalities and preparation of framework for monitoring and evaluation of the capacity building program.
Independent Engineer. EBRD Karaganda Energy Project, Private Sector Operation financed by EBRD. Review of progress, compliance with Loan Agreement covenants for release of disbursements and justification for use of proceeds. Verification of compliance of procurement procedures with EBRD guidelines.
Technical Adviser, private sector operation and financing Preparation of a project proposal within the 5th framework program of the EU, key actions 5 and 6, for the combination of renewable energy resources with other energy consumers (wind, diesel, small hydropower, biogas, desalination plants)
Works carried out comprise the complete Project Cycle for infrastructure projects on all five islands. Duties included assistance in preparation of the NIP, project identification, preparation of TOR, financing proposals, preparation of tender documents, procurement advise for service, works and supply contracts, contract administration and control, monitoring, establishment of a Management Information System for the office of the NAO (Department of Development Co-operation). Handled all aspects of procurement issues for the transport, power and energy sector, urban development, and municipal infrastructure for various development projects in the countries of operation of the Bank. Participated in the Bank’s project approval procedures, project appraisal missions, advising banking staff on all procurement issues, risk analyses, preparing documents required by the banking staff for internal approval procedures, borrowers, consultants and contractors for various stages of project developments. Associated with the Bank’s Project Evaluation team providing input and reviews of evaluation reports with respect to procurement procedures adopted, performance of consultants, contractors and PMU’s.
