Career Summary

Graeme has over 34 years of experience in all facets of water supply engineering; contract administration and project management; construction supervision, including cost estimating and claim assessment; contractor's claims. This experience has been gained on a number of assignments in Scotland, Kenya, Nigeria, Qatar, Philippines, again Kenya, Ethiopia, Uganda and Lesotho covering various aspects of civil engineering, mostly water supply but including dams, tunnels, roads, weirs and general civil engineering construction. The experience includes the preparation of feasibility studies; detailed design; preparation of contract documents; specification writing; tender procedures and bid evaluation; contract administration and management; claim analysis and assessment; construction supervision; project management; operation, maintenance and management of public water supplies and elements of training, both practical on-site training and office training; contract engineering for a major international contractor and most recently, setting up and managing the Contracts Branch for the Lesotho Highland Development Authority which is implementing the prestiguous Lesotho Highlands Water Project. He is fully conversant with a range of computer techniques and software utilised in the engineering industry including spreadsheet management, network analysis, word-processing, project management, database and Basic programming. In addition, Graeme has a very sound knowledge of FIDIC 4 and CESMM 2 as working documents and has been responsible for the assessment and settlement of several large claims based on these documents. Until recently, Mr. Monro was employed by an international contractor and gained experience in assessing Tender Documents and preparation of claims for the Contractor. Apart from FIDIC 4 Graeme also has a sound working knowledge of the EU and World Bank contract documents.

Professional Assignments

Lesotho Highlands Development Authority (Basuto), Lesotho - Southern Africa, 1998-Present

Contracts Branch Manager responsible for setting up and managing the Contracts Branch within the Engineeering Group which has overall responsibility for supervising the implementation and construction of Phase 1B and subsequent phases of the Lesotho Highlands Water Project. The Contracts Branch is responsible for advising on and dealing with all contractual issues including Contract Documents, Claims, VOs, and a variety of different contract management procedures. The value of the present phase of the project is of the order of US$ 1.0 Billion.

Strabag International Gmbh, East Africa (German), Kenya, Uganda, Tanzania, Zimbabwe, June 1997 To September 1998

Contracts Engineer responsible for project planning and updating of said plans, preparation of claims for reimbursement of extra costs, preparation with full substantiation of requests for Extensions of Time, advisor to all Site Agents on contractual issues. Projects include Kisii Sewerage Works, Kenya (US$ 14.0 million), Mbarara-Ibanda Rd., Uganda (est. US$ 25.0 million), Kasese-Fort Portal & Equator Rds., Uganda (est. US$ 10.0 million).

Howard Humphreys Ltd (Brown & Root) (British/American), Kenya, Ethiopia, December, 1990 To June 1997

Technical Director/Project Manager/Senior Resident Engineer responsible for assessment and costing of all contractual issues, Variation of Price, Variation Orders and all aspects of measurement on the Third Nairobi Water Supply Project. Also latterly responsible for overall contract administration and management for the completion of construction of the TNWSP. This project included a 65 m high earthfill dam and associated ancillary works; some 7 kms of non pressure tunnels; 45 kms of steel mains 1400, 1200 and 1000 mm dia; treatment plant extension of 250,000 cum/day; RC reservoirs, pumping station and housing construction. The overall construction value of this project is US$ 210 million Project Manager for the Chara Chara Weir Project on the Blue Nile (Abbay) in Ethiopia. This consisted of a mass concrete weir across the Blue Nile where it exits Lake Tana. The average height was some 5 m. The construction value for this project is US$ 8 million. Project Manager for the rehabilitation study for the Legedadi dam near Addis Ababa in Ethiopia. No construction value as the study still has to be undertaken Project Manager for the Zanzibar Water Supply Phase 1 improvements. Construction has yet to start on this project. Expert Witness for the Employer in an arbitration arising from a Water and Sewerage Contract.

Kampsax International A/S (Danish), Philippines, 1983 To 1990

Senior Water Supply Engineer responsible for Project Evaluation, Feasibility Studies, Detailed Design and Construction Supervision of various Urban and Semi-urban Water Supply Schemes all over the Philippines; Contract administration and management plus assessment and evaluation of all contractors claims and variation orders; assisting with liaison with the aid agency DANIDA. Overall value of work supervised is approximately US$ 50 million. Also undertook leak detection and rehabilitation works of various existing water supplies.

Asco (Italian), Qatar (Arabian Gulf), 1979 To 1983

Senior Planning and Design Engineer in charge of planning and evaluation of various water supply projects. Responsible for all preparation of designs and contract documentation. Evaluation and Award of Contracts. Undertook leak detection works and general rehabilitation of existing systems. Overall value of work planned and designed approximately US$ 80 million

Reason For Leaving The Overseas Development Authority began reducing aid to Kenya at the same time that the Kenyan authorities were instituting a process of indiginisation within the Public Sector. Consequently the need for my employment was redundant.

Professional Experience

Contracts Branch Manager, Lesotho, September 1998 to present

Responsible for setting up and managing the Contracts Branch within the LHDA. - This work includes, but is not limited to, advising the various Construction Supervisors on contractual issues; dealing with claims on behalf of the Employer; formulating policy with respect to various contractual procedures; preparation of the Employers Statements of Case or Defence for presentation to DRBs or arbitration; negotiating resolution of contractual issues with contractors. - Transfer of Technology, or rather assisting my local staff engineers to understand how the whole contractual process works and why. To this end several seminars/workshops have been prepared and presented. - Writing and setting up various procedures for dealing with Claims, Variation Orders, Requests for Proposals, new Contracts and Monitoring of Progress and Costs for all facets of the LHDA operations both internal and external - Vetting all Contract Documents before they are issued for Tender to ensure that they are accurate and contain no major anomalies. - Assisting the Funding Agencies in undertaking Forensic Audits (Technical and Financial) of the various contracts.

Contracts Engineer Kenya, June 1997 to September 1998

Responsible for assessment and analysis of Tender Documents before tender pricing. - Responsible or ensuring that all senior site staff are fully aware of our contractual rights under the Contract Documents.

Preparation and negotiation of Contractual Claims.

Preparation of Works Programmes (using, by preference, Primavera Suretrak or Primavera Project Planner {P3} but also Open Plan 4 and 5). I find that Primavera is easier to have Employers and Engineers understand.

Technical Director/Project Manager/Senior Resident Engineer Kenya, 1990 to June 1997.

Responsible for overall contract administration and management for the completion of construction of the Third Nairobi Water Supply Project.

Assessment of and negotiation of all contractual issues raised on all contracts presently constituting the Third Nairobi Water Supply Project and giving recommendations for resolution of said issues. Responsible for the assessment and costing of Claims and Variations of Price on materials and Variation Orders on the Works. Overall value of Contractor's Claims made to date is some US$ 10 million dollars Overall value of Claims certified to date is some US$ 4 million dollars. Most claims are based on the FIDIC 4 Conditions of Contract and the CESMM 2.

Advising and recommending on measurement issues on TNWSP.

Assessment of expenditure on all contracts constituting TNWSP with respect to Variation Orders, Variation of Prices, contractual claims.

Advising, when requested, on technical issues relevant to water supply engineering.

Assisting the World Bank in undertaking a detailed Forensic Audit (Technical and Financial) of the TNWSP. ( We, the "Consultant", came through this audit with flying colours). (Estimated Construction Value = US$ 210 million)

Giving expert advice on contractual issues with respect to various claims being taken to arbitration by a contractor. The Employer was the Ministry of Finance and the Contractor was INTEX.

As Project Manager - Ethiopia, 1993 to 1997

Responsible for the assessment of work previously undertaken by another Consultant for the Chara Chara Regulating Weir Project undertaken for EELPA on the Blue Nile in Ethiopia.

Preparation of Contract Documents, estimate of cost, supervision of the Tender Procedures, evaluation of the completed Tenders, negotiation and Award of Contract, Supervision-in-Chief for construction . Construction was completed in June 1996 although there are still outstanding remedial works to be undertaken by the Contractor. (Estimated Construction Value = US$ 8 million)

Senior Project Engineer, Philippines, 1983 to 1990

Preparation of responses to Requests for Proposals for various works including Reduction of Unaccounted for Water in Manila, Urban and Rural Water Supplies, Irrigation Works and the like.

Detailed design for water supply system improvements to six urban areas in Bicol, Sorsogon and Negros. (Average Service Population = 50 - 60,000)

Detailed design of water supply system improvements and source works for the cities of Legaspi and Daraga. (Service Population in excess of 100,000)

Preparation of Contracts and Cost Estimates for the construction of water supply improvements for several towns.

Tendering, evaluation of Bids, Negotiation and Award of Contracts.

Preparation of Appraisal Reports for Six Water Districts.

Overall contract administration and management for the construction of 9 water supply improvement contracts. This included the assessment and final evaluation of Contractor's Claims and Variation Orders.

Senior Planning Engineer, Qatar, 1979 to 1982

Design and preparation of contract documents and Cost Estimates for Transmission Mains and distribution mains with diameters ranging from 100 mm to 1200 mm.

Design and preparation of contract documents and cost estimates for rural water supply systems including 13,500 cum (3 mg) reservoirs, 300 cum reinforced concrete elevated storage, distribution and transmission mains, well field works, pumping stations, chlorination works and general building works.

Preparation of various planning and design reports including assisting with the preliminary updating and rewriting of the Master Plan for the supply of water to DOHA.

Leak detection study and report of water losses. ( Estimated Construction Value = US$ 80 million)

Senior Water Supply Engineer, Nigeria, 1976 to 1979

Investigation and preparation of design report for 9,000 cum/d water supply system for a small town in Kwara State. Estimated construction cost approx. 18 mill. US$. The project included treatment works, 15 km trunk mains in 300 mm diameter, distribution works, two reservoirs and one elevated steel storage tank.

Construction supervision of the water supply schemes for Bida and Minna. Assessment of Contractors claims valued at approx. US$ 5.0 million.

Head Office support for the Construction Supervisors for large barrage over River Sokoto. Total dam length about 3 km with 5 Nos. steel lift gates 64' x 26'. (Estimated Construction Value = US$ 50 million)

Provincial Water Engineer, Kenya, 1973 to 1976

In charge of water supply systems in Nyanza and Western Provinces involving all administrative, technical and financial aspects in operation, maintenance and management of a total of 66 urban and rural water supply systems.

Responsible for organizing flood protection measures in Kano Plain area and reported on flood prevention measures e.g. dam control and headworks.

Supervising drilling of new wells including siting, testing and commissioning.

Construction of minor (1-4 m high) earth dams (using appropriate technology)

Feasibility studies of large water supplies including one with proposed dam scheme.

Rapid design and construction of village supplies using labour intensive methods during widespread cholera epidemic.

Design Engineer and Assistant Provincial Water Engineer, 1971 to 1973

Coast Province, responsible for the operation and maintenance of water supply systems.

Coast Province, supervision of construction of treatment plant and of relaying of 600 mm steel pipeline, also testing and commissioning of new wells.

Coast province, responsible for zoning of among other things Mombasa Water Supply System as a preparation to waste water detection.

Nairobi, participated in complete study of all existing urban Water Supplies and in preparation of reports on present status and recommendation for immediate and future requirements. This work covered over 60 urban supplies.

Nairobi, in charge of design of water supply to Lodwar including intake in the form of a subsurface dam in the bed of a seasonal river.

Design Engineer, Aberdeen, Scotland, 1967 to 1971

Participating in the survey for and later in the design of a 600 mm diameter steel transmission main, length 80 km. The work included preparing the necessary documents for tender. Estimated construction cost 2.5 Mill. US$.

In charge of construction supervision of 600, 500, 400 and 300 mm steel. Asbestos Cement and PVC water mains. The construction work included one cofferdam crossing a major river thrust boring under a railway, numerous road crossings and two small river diversions. The project involved more than 150 km of mains. Responsible for assessing and agreeing on payments for measured works plus initial assessment of contractual claims and variation orders.
